Discussion about this application was postponed until later in the meeting.

D. New Business
1. File #2004-22 – Application for logging permit on 111 Ruby Road (Map 33, Lot 13).
Owner: J. Laframboise; Applicant: Hull Forest Products. (Received 8/17/2004;
Decision by 10/19/2004.)
A representative from Hull Forest Products spoke, saying that he is proposing accessing the area to be logged by way of Eldredge Road as opposed to Ruby Road, where there is also frontage.
Tulis said the town engineering is asking for access from Ruby Road; the representative replied that this can’t be done because heavy equipment would have to be moved over the septic system area.
Tulis said a site walk could be appropriate.
The representative said a narrative has been submitted.
A member of the public asked if the application will give access from Eldredge Mills Road, from the portion that’s basically been shut off. Tulis replied that generally speaking, the application is straight-forward, although it is the first time the Commission has seen the application.
Another member of the public voiced concerns about harvesting and de-forestation as well as accessing the wood.
In answer to a question from the public Tulis said that site walks are open to the public but are silent since there is no way to record comments. Jones suggested that people write down questions they may have and bring them to the public hearing.
A member of the public inquired about the legal status of Eldredge Mills Road, and Tulis replied that it has not been abandoned by the town of Willington.
Someone asked what kind of equipment would be used in the logging operation, and the Hull Products representative said that a forwarder will be used. There will be no chipping; the branches will remain in the woods. The logs and firewood will be hauled out using a tri-axle logging truck.
Someone asked if a permit will have to be submitted, and Jones replied it would have to be part of the application. We would have to approve a plan to upgrade the road to get the trucks through, require flagging the wetlands, etc., the same as the town would.
The same member of the public said he was under the impression that 2-3 loads of gravel would be all the logger would need to get in and out for logging. He said the road isn’t used except intermittently by landowners.
Another member of the public, speaking for himself and one other abutter, said that he wasn’t opposed to the logging since the state as well as landowners has, in the past, used the road for logging purposes.
There was a brief discussion about Eldredge Mills Road, its ownership and upgrading.
A member of the public suggested that if the road is improved by Hull Forest Products, the town should “be grateful.” The representative from Hull said whatever would be done to the road would improve it.
Jones offered copies of the engineer’s report and the logging proposal to the public.

MOTION: To approve minutes of July 20, 2004.

Result: Motion passes 4-0-2 (St. Louis, Gray abstains).
I. Staff Report and Discussion
Several matters were discussed, including that of creating signs that landowners would use to announce upcoming public hearings about their property.

Correspondence was discussed.
